personnel may augment NAVINSGEN inspection teams as appropriate.<br />

g. Chief of Naval Operations, Special Assistant for Naval<br />

Investigative Matters and Security (CNO (N09N)) is designated by<br />

the Secretary of the <strong>Navy</strong> as the DON senior agency security<br />

3fficial per reference (h), and is responsible for establishing,<br />

directing, and overseeing an effective DON Personnel Security<br />

program and for implementing and complying with all directives<br />

issued by higher authority.<br />

i-~. Dir?ctor, Naval Criminal Investigative Service<br />

(NAVCRIMINVSVC) shall:<br />

,,I Uevelop guidance and provide assistance to commands<br />

in implementing and maintaining DUI/DWI countermeasure programs.<br />

1 ) Manage <strong>Navy</strong>'s Military Working Dog Program to<br />

support <strong>Navy</strong>'s Drug Detection and Deterrence Program.<br />

I Provide statistical data and collaboration, as<br />

required, :) OPNAV (N135) for the purpose of alcohol and drug<br />

abuse prevention and control program evaluation and assessment.<br />

I. The Director, Department of the <strong>Navy</strong> Central<br />

~djudication ~acility (DON CAF) reports directly to Director,<br />

NAVCRIMINVSVC and is the personnel security adjudicative<br />

3eterminati~n authority for all individuals affiliated with the<br />

DON. Director, DON CAF has responsibility for adjudicating<br />

information from personnel security investigations and other<br />

~elevant information to de~ermine eligibility for access to<br />

siassified information, and/or assignment to sensitive national<br />

security positions and communicate the results via Joint<br />

Personnel Adjudication System.<br />

j. Commander, <strong>Navy</strong> Recruiting Command (COMNAVCRUITCOM)<br />

shall :<br />

ti Pr3vide detailed procedural guidance to identify and<br />

screen out alcohol or drug abusers or drug traffickers seeking<br />

to enter :ne <strong>Navy</strong>.
