(1) Provide screening, referral, treatment<br />

recommendations, detoxification, early intervention, treatment,<br />

dnd continuing care services. Arrange aero medical evacuation<br />

(when necessary) of members in a patient status.<br />

(2) Ensure substance abuse services are provided by<br />

primary care physicians, mental health professionals, certified<br />

substance abuse counselors, and other qualified health care<br />

~rofessionals as determined by appropriate medical authority.<br />

All providers of substance abuse services shall be appropriately<br />

licensed or certified, and trained in assessment and treatment<br />

2f addictive disorders.<br />

1 3 \ Provide medical guidance in development of training<br />

and educat~on curricula for all <strong>Navy</strong> personnel.<br />

(4 Provide a representative to the DoD Biochemical<br />

resting Advisory Committee.<br />

( ' I Establish, operate, and maintain NDSLs for<br />

~rinalysis and other biochemical testing in support of service<br />

requirements set by the Chief of Naval Operations (CNO). Ensure<br />

N3SLs are !certified by appropriate authority.<br />

(61 Zssue and maintain standard operating procedures<br />

nanual for- XDSLs .<br />

( - ' I Conduct quality assurance inspections of NDSLs 3<br />

times per year and forward results to DoD (Assistant Secretary<br />

3f Defense for Health Affairs), per reference (e).<br />

[hi Ensure all SARPs provide OPNAV (N135) required<br />

statistics on screening and treatment services provided and<br />

input screening and treatment data into the ADMITS system.<br />

id) Provide statistical data and collaboration, as<br />

required, to OPNAV (N135) for the purpose of alcohol and drug<br />

abuse testlng, SARP screening and treatment data.<br />

d. Superintendent, U.S. Naval Academy (USNA) shall:<br />

,! Provide alcohol and drug abuse prevention training<br />

ro all USNA midshipmen.
