ue assigned primary duties as Alcohol and Drug Control Officer<br />
(ADCO) . OPNATT (N135) shall be notified once an individual is<br />
assigned as ADCO and of all changes in ADCOs. ADCOs are<br />
responsible for providing guidance to Drug and Alcohol Program<br />
Advisors (DAPAs) assigned to subordinate commands and monitor<br />
foilowing aspects of their substance abuse prevention programs:<br />
la) Alcohol and drug abuse prevention education<br />
yrograms are implemented and maintained (e.g., Alcohol-AWARE,<br />
Personal Responsibility and Values Education and Training<br />
(PREVENT), Alcohol and Drug Abuse Management Seminars (ADAMS)<br />
for Leaders~Supervisors, Skills for Life (SFL))<br />
,b) Subordinate commands conduct urinalysis per the<br />
grocedures dutlined in enclosure (2).<br />

r:. Commander, <strong>Navy</strong> Installations Command (CNIC), and<br />
Zommander, <strong>Navy</strong> Region Commands (COMNAVREGCOMs) shall comply<br />
~ith all provisions outlined in paragraph 8k of this<br />
instruction. In addition, CNIC and all COMNAVREGCOMs shall<br />
ensure<br />
<strong>Navy</strong> Drug and Alcohol Advisory Councils (NDAACs) are<br />
established at each shore installations and meet at least<br />
quarterly (see paragraph 8m (2) ) .<br />
