necessary, but a ratio of at least one for every 300 personnel<br />

assigned is recommended.<br />

ie) DAPAs shall not be assigned duties as Urinalysis<br />

Program Coordinators (UPC) .<br />

if) DAPAs are responsible for alcohol and drug abuse<br />

prevention program information in command orientation programs<br />

fox newly reporting personnel.<br />

, - ' I Confer with command DAPA to determine whether<br />

specific ~nstances of alcohol misuse, not characterized as<br />

incidents should be referred to command level education,<br />

command counseling, or to a medical screening. For alcohol<br />

incident defrnition, refer to paragraph 3a of enclosure (1).<br />

Refer members who abuse alcohol, or who are<br />

suspec~ed (21 abusing alcohol, to an appropriate medical facility<br />

far an eval~lation by a medical officer or Licensed Independent<br />

Practi tlorler (LIP) . A medical screening is mandatory for every<br />

member involved in an alcohol incident as defined in this<br />

Fnstructicn<br />

i 1 ) Provide a means for command, or self -referral,<br />

~izhcut rlsk of disciplinary action for all members who have not<br />

lncurred dn incident, but are in need of alcohol abuse<br />

counseling and/or treatment per the provisions outlined in<br />

enclosure ( - I . This includes Sailors under the age of 21 who<br />

think they are in need of counseling/assistance for alcohol<br />

abus F .<br />

1-3 Review status of personnel involved in alcohol and<br />

drug abuse lrlcidents and take appropriate disciplinary and/or<br />

administrat;ve action, to include remedial education, counseling<br />

and treatment when warranted, for alcohol abuse or dependency<br />

2nd inltiate ADSEP processing for all drug abusers.<br />

r-i) Document substantiated incidents of alcohol and<br />

3r~y abus~ ,n members' service records, enlisted evaluation and<br />

fitness reports, officer fitness reports, and other reports as<br />

required by policy. Specifically, ensure substantiated DUI/DWI
