(c) DAAR is not used to request administrative<br />

record. Alcohol DAARs are not filed in member's permanent<br />
service record but are maintained in the ADMITS database. Both<br />
lrug and alcohol related incident DAARs are recorded in ADMITS.<br />
(d) If a commanding officer determines a positive<br />
drug test reported by a DoD drug-screening laboratory was not<br />
nirongfi~l use (e.g., prescribed medicine), commands must notify<br />
OPNAV (N115) via official correspondence, explaining the<br />
circumstances that warranted such determination. A sample<br />
letter 1s contained in appendix D of enclosure (2). In such<br />
zdses, no D,WR is required.<br />
(GI, Take prompt action to process for separation,<br />
alconoi abusers and alconol dependent members determined not to<br />
oe amenable to treatment, and all drug abusers per the<br />
provlslonF 13f reference (f), articles 1910-152 and 1910-146.<br />
For a detal-ed review of policies, standards, and procedures for<br />
4DSEP of service members from the <strong>Navy</strong>, refer to reference (c)<br />
for enlisted members and reference (d) for officers.<br />
iA2: Expeditiously obtain screenings and appropriate<br />
zreatment, and restore to full duty those alcohol abusers and<br />
2lcohol-dependent members who respond favorably to treatment and<br />
are willing and able to abstain from further alcohol abuse.<br />
(2 3) Brief all newly reporting personnel thoroughly on<br />
command policy and punitive consequences for failure to obey the<br />
policies outlined in this instruction, with emphasis on<br />
3eglamorization, responsible use, treatment of DUI/DWI offenses,<br />
prohibitions against drinking during normal working hours, and<br />
~llicit use of inhalants.<br />
