:loldt;arj dL this provision will subject <strong>Navy</strong> military members to<br />
ciiscipllnary action under reference (b) including violation of<br />
2rticle 92, Failure to Obey a Lawful Order, adverse<br />
2drninistrat;ve action, or both. Violation of this provision is a<br />
disqualifying factor when clearance eligibility is required.<br />
a. Ndvy members who abuse drugs, including those who self-<br />
refer, per the provisions outlined in enclosure (1) of this<br />
instruction, will be screened for dependency, disciplined as<br />
ipproprlat?, and processed for ADSEP, and be considered for<br />
ziearance denial/revocation. Members diagnosed as drug<br />
dependent wlll be offered treatment prior to separation.<br />

. Jr;naiysls. Commanders, commanding offi-cers, and OICs shall<br />
conduct an aggressive urinalysis program, tailored as necessary<br />
ta meet unique unit and local situations. The minimum monthly<br />
testing requirement is 15 percent of assigned personnel, with a<br />
naximum of up to 40 percent of assigned personnel tested. Unit<br />
sweeps are, although no longer mandated, an effective detection<br />
dca deterrence tool and are recommended for use by all commands.<br />
3mmands may submit up to five unit sweeps per fiscal year.<br />
Zommands shall conduct an end of fiscal year unit sweep of all<br />
individua:~ rot tested in the course of the year. Specific<br />
types of ilrlnalysis authorized per reference (s) are outlined in<br />
this enclosure and in reference (t). All confirmed incidents of<br />
drug use shdil be reported to NAVPERSCOM (PERS-832) if the<br />
indlvldual possesses a security clearance or is assigned to a<br />
sensltLve ~,ilet. Frequent, random urinalysis is the most<br />
?frect,ve means to detect and deter drug abuse. Main objectives<br />
:)f +be 1r;na~ysls program are to:<br />
i. Establish a valid and reliable means for inspecting<br />
gersonnel t? assess command's readiness to carry out its<br />
assigned mission.<br />
