partlclpate in the Joint Service command's urinalysis program<br />
lnless specLfic authorization is granted from OPNAV (N135) to<br />
sstablisn a12d maintain a separate urinalysis program. Any <strong>Navy</strong><br />
zornrnands that fail to meet the monthly random urinalysis<br />
-equlremen: must notify their echelon 3 commander in the<br />
Eolloding month with the reason for failing to comply with this<br />
.nstructicn. Echelon 3 commanders shall notify OPNAV (N135).<br />
u. NbSP. Each <strong>Navy</strong> command is required to use NDSP version<br />
. 31 yrearer, the computer software program that randomly<br />
selects tkLe days of testing and personnel to be tested. NDSP<br />
nroduces a nar-coded specimen custody document that eliminates<br />
r?rrors wlth transcribing member information. NDSP produces<br />
iarious reports that allow commands to effectively manage its<br />
irinalysis program.<br />

ahyslclans have authority to order as many urinalyses as<br />
Ilecessary, NDSLs have a limited testing capacity. It is<br />
::ecessary, therefore, to regulate submission of urine samples to<br />
laborator i e:: .<br />
il OPNAV (N135) shall be the responsible authority for<br />
Laborat or3 quota management, coordinate quota assignments, and<br />
~f necessar7,-, assess distribution of samples among NDSLs.<br />
( - 1 Pandom Urinalysis (IR): Random sampling of small<br />
lumbers af personnel on a frequent basis provides the best<br />
tesclts. Tills process reduces predictability of command testing<br />
and rcilses rkie perceived risk of detection. Each command at a<br />
ninimum sral! submit samples of 15 percent of assigned personnel<br />
qathered from at least four tests per month, unless the command<br />
~btains Ypecific written permission by echelon 2 commanders.<br />
Aii types oi testing (search and seizure, inspection, fitness<br />
for duty, +'c.) are applied toward a unit's quota.<br />
( ; iJnlt Sweeps (IU) : Unit sweeps (IU) are, although no<br />
LL7nyer mar~dated, an effective detection and deterrence tool and<br />
vscornmended for use by all commands. Commands may submit up to<br />
f 11.e urir t sweeps per fiscal year.<br />
