a. Urindlysis testing shall be conducted with the full<br />

expectation that administrative or disciplinary action might<br />

result, See paragraph of this enclosure for critical elements<br />

required I or an effective drug- testing program.<br />

1 . Comxand UPCs shall be designated in writing by the<br />

c-3nmandlny officer. UPC shall be responsible for maintenance<br />

2nd admin~stration of the command urinalysis program including<br />

tralnlny of assistant UPCs and observers. Officers or CPOs<br />

should ser-.i? as TJPCs and observers to the greatest extent<br />

possible. ',TheE it is not feasible to use an officer or CPO,<br />

3n;y the n-ioat trusted junior personnel should be used. In all<br />

rases where ~unior personnel are used as command UPCs,<br />

ir~rialysis program must undergo a quarterly inspection by an<br />

~fficer or CPO and results of the inspection forwarded to the<br />

-ommandlriy officer. To facilitate collection of a unit sweep<br />

I . Rarlclom sdmpling of smaller numbers of personnel on a<br />

nore freq~ent sasis provides best results. It reduces<br />

predictabll~ty of command testing and raises the perceived risk<br />

~ 7 f detection. Commands must conduct random urinalysis at least<br />

4 times per month.<br />

,I. Planned testing dates should be held in strictest<br />

onfidenc~. The element of surprise is essential to a<br />

cuccessf1~ 1 deterrence program.<br />

. Jse C J ~ NDSP version 5.2 or greater is mandatory.<br />

. J~:der no circumstances shall command UPC and observers<br />

,>rovl3e the-r own samples for inclusion in the same batch number<br />

vhen ronductlng urinalysis. If the command requires the UPC and<br />

~bservers +-c be tested (e.g., unit sweep), an assistant UPC or<br />

!PC from another command shall be used. In such cases where an<br />

dssistant VPC from the same command is used, primary UPC and<br />

lbserirer samples shall be submitted in a separate batch from all<br />

~ther comand urine samples.<br />
