drink irresponsibly shall not be tolerated.<br />
(4; Provide specxfic guidance to the command regarding<br />
responsible use of alcohol. This guidance may be published in a<br />
local command instruction or included in the command's standard<br />
~rganization and regulations manual.<br />

(5 Initiate ADSEP processing for:<br />
ia) Individuals who incur a second DUI/DWI in a<br />
i ~ Those ) individuals identified as treatment<br />
faliures, per enclosure (1) of this instruct.ion. At commanding<br />
~fficers' discretion, waiver process can be initiated.<br />
iA Ensure command DAPA is designated in writing.<br />
(a) Primary DAPA should be E7 or above and assistant<br />
DAPAs sno~:d be E5 or above. Commanders, commanding officers,<br />
2nd OICs shall maintain close liaison with their DAPAs. DAPA is<br />
3 command's primary advisor for alcohol and drug matters and<br />
reports directly to the commanding officer, XO, or OIC.<br />
ib) DAPA (and assistant DAPAs) shall not have had an<br />
alcohol incident within 2 years prior to appointment, and shall<br />
nave at ledst 1 year remaining in the command after appointment<br />
(except for those personnel on 1 year orders). Members who have<br />
successful~y completed treatment for alcohol abuse or dependence<br />
shall have achieved at least 2 years sobriety immediately prior<br />
ro appointment as DAPA.<br />
ic) Within 90 days of assuming duty, DAPAs and<br />
~ssistdnt DAPAs are required to successfully complete the DAPA<br />
course, unless they have completed the course within the<br />
~revious 2 -yrears.<br />
id) DAPA is responsible to the commanding officer<br />
for management of the command's substance abuse prevention<br />
program. Commands with 500 or more members shall assign a full-<br />
-ime DAPA. Commands with 300 or more members are strongly<br />
~?ncouragec yo assign a full-time DAPA. In any case, commanding
