[b] 3984: It is assumed that this is a mistake,
as an earlier NEW YORK message No.1267 of
5/9/44 _________ refers to this number, but
deals with a completely different subject.
[c] The group for Sh is slightly garbled and
only half of the group for MEL is recoverable.
[d] The case in which the noun for “approaches”
stands suggests that the sentence is negative
for example, it could state that there have
been no approaches.
