Appendix 4: Federal and <strong>State</strong> Financing Sources<br />
for Affordable <strong>Housing</strong><br />
This section provides information on financing affordable housing for people living with <strong>HIV</strong>/<strong>AIDS</strong>.<br />
Contact information for grant administrators in the <strong>Oregon</strong> balance <strong>of</strong> state is available the<br />
Affordable <strong>Housing</strong> Resource Guide in Appendix 1.<br />
This section provides brief descriptions <strong>of</strong> programs for financing for affordable housing, many <strong>of</strong> which<br />
were referenced in the body <strong>of</strong> this <strong>Systems</strong> Integration Plan. Because housing is expensive to develop and<br />
operate, especially when enriched with support services, and because people living with <strong>HIV</strong>/<strong>AIDS</strong> may<br />
have very little income available to pay for rent and services, <strong>Housing</strong> Opportunities for Persons with <strong>AIDS</strong><br />
(HOPWA) funds alone are not sufficient to develop and operate housing.<br />
An essential component <strong>of</strong> HOPWA program grants management is the use <strong>of</strong> grant funds to leverage<br />
additional resources to increase housing opportunities for people living with <strong>HIV</strong>/<strong>AIDS</strong>. Nationally, HUD<br />
estimates that every HOPWA program dollar is leveraged by more than two dollars <strong>of</strong> other funding to<br />
support people living with <strong>HIV</strong>/<strong>AIDS</strong>. For every HOPWA program dollar that is allocated to housing<br />
development, more than five dollars <strong>of</strong> other funding is utilized for <strong>HIV</strong>/<strong>AIDS</strong> housing programs.<br />
The list below is not exhaustive, but it comprises some <strong>of</strong> the larger programs and those most directly related<br />
to housing people living with <strong>HIV</strong>/<strong>AIDS</strong>. More information and resources on financing affordable housing<br />
