Appendix 4: Federal and State Financing Sources
for Affordable Housing
This section provides information on financing affordable housing for people living with HIV/AIDS.
Affordable Housing Resource Guide in Appendix 1.
This section provides brief descriptions of programs for financing for affordable housing, many of which
were referenced in the body of this Systems Integration Plan. Because housing is expensive to develop and
operate, especially when enriched with support services, and because people living with HIV/AIDS may
have very little income available to pay for rent and services, Housing Opportunities for Persons with AIDS
(HOPWA) funds alone are not sufficient to develop and operate housing.
An essential component of HOPWA program grants management is the use of grant funds to leverage
additional resources to increase housing opportunities for people living with HIV/AIDS. Nationally, HUD
estimates that every HOPWA program dollar is leveraged by more than two dollars of other funding to
support people living with HIV/AIDS. For every HOPWA program dollar that is allocated to housing
development, more than five dollars of other funding is utilized for HIV/AIDS housing programs.
The list below is not exhaustive, but it comprises some of the larger programs and those most directly related
to housing people living with HIV/AIDS. More information and resources on financing affordable housing
are available through the Building Changes / AIDS Housing of Washington website (www.aidshousing.org)
and the Corporation for Supportive Housing website (www.csh.org/financing).
