6 <strong>Oregon</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Housing</strong> and <strong>Services</strong> <strong>Systems</strong> Integration Plan Epidemiology <strong>of</strong> <strong>HIV</strong>/<strong>AIDS</strong> As <strong>of</strong> March 31, 2007, there were 4,777 people reported living with <strong>HIV</strong>/<strong>AIDS</strong> in the state <strong>of</strong> <strong>Oregon</strong>, including 1,291 in the balance <strong>of</strong> state, or 27 percent <strong>of</strong> the state total. 9 By comparison, with an overall population nearly twice as large, neighboring Washington reported 9,774 people living with <strong>HIV</strong>/<strong>AIDS</strong> as <strong>of</strong> June 2000. In Washington, 30 percent <strong>of</strong> the people living with <strong>HIV</strong>/<strong>AIDS</strong> were diagnosed in the balance <strong>of</strong> state, a distribution similar to that between Portland and the balance <strong>of</strong> <strong>Oregon</strong>. 10 These totals are based on data collected through <strong>HIV</strong>/<strong>AIDS</strong> surveillance data, and do not include people who do not know that they have <strong>HIV</strong>/<strong>AIDS</strong> nor people who are aware but have not been reported yet. <strong>Oregon</strong> Department <strong>of</strong> Human <strong>Services</strong> (DHS) estimates that the actual prevalence <strong>of</strong> <strong>HIV</strong>/<strong>AIDS</strong> is approximately 48 percent higher, 11 or about 7,077 people statewide and 1,911 in the balance <strong>of</strong> state. The <strong>AIDS</strong> case rate in <strong>Oregon</strong> was 34 th among states (excluding the District <strong>of</strong> Columbia) in 2005, at 6.0 per 100,000. The state <strong>of</strong> Washington, by comparison, ranked 28 th . 12 People living with <strong>HIV</strong>/<strong>AIDS</strong> in <strong>Oregon</strong> are dispersed throughout the balance <strong>of</strong> state. Nearly every county reported at least one person living with <strong>HIV</strong>/<strong>AIDS</strong> in 2007, with 21 counties reporting at least eight people, and 11 counties reporting at least 30 people.
