<strong>Oregon</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Housing</strong> and <strong>Services</strong> <strong>Systems</strong> Integration Plan 51<br />
• Resume regular meetings (likely twice per year) <strong>of</strong> the <strong>HIV</strong> <strong>Housing</strong> Task Force that guided<br />
the development <strong>of</strong> the OHOP program. The membership <strong>of</strong> this Task Force should include<br />
OHOP staff, other <strong>HIV</strong>/<strong>AIDS</strong> service agencies, and affordable housing providers across the<br />
state. The Task Force should promote the dissemination and implementation <strong>of</strong> this Plan. In<br />
addition, members <strong>of</strong> the Task Force can help diffuse some <strong>of</strong> the workload <strong>of</strong> Plan<br />
implementation by building connections with regional partners and attending meetings such<br />
as the Continuum <strong>of</strong> Care.<br />
• Convene <strong>HIV</strong> Care and Treatment case managers and OHOP housing coordinators for an<br />
annual retreat to review program changes, successes and challenges; discuss roles; identify<br />
ways to improve coordination; and set goals for optimal client case management.<br />
• To ensure housing discrimination issues and related concerns are addressed and resolved,<br />
continue working with the Fair <strong>Housing</strong> Council <strong>of</strong> <strong>Oregon</strong> to educate staff and partners and<br />
to coordinate appropriate strategies for addressing resistant parties.<br />

5. Participate consistently in the statewide Consolidated Plan, Continuum <strong>of</strong> Care, and<br />
other planning processes.<br />
Participate in state and local Consolidated Plan (“Con Plan”) and Continuum <strong>of</strong> Care planning<br />
processes to ensure that the needs <strong>of</strong> people living with <strong>HIV</strong>/<strong>AIDS</strong> are recognized and addressed.<br />
Reach out to planning representatives to ensure that OHOP staff receive regular updates and<br />
meeting announcements.<br />
Action steps may include:<br />
• OHOP staff should provide information on the housing needs <strong>of</strong> people living with<br />
<strong>HIV</strong>/<strong>AIDS</strong> to local governments as they develop their five-year Con Plans, especially in cities<br />
that have previously identified people living with <strong>HIV</strong>/<strong>AIDS</strong> as a “low” priority for housing<br />
resources.<br />
• Ensure that each Continuum <strong>of</strong> Care in the balance <strong>of</strong> state has information and expertise<br />
available on the local needs <strong>of</strong> homeless people living with <strong>HIV</strong>/<strong>AIDS</strong>.<br />
• Such participation requires a public planning environment that is supportive to local input.<br />
Approach agencies who regularly participate in advocacy efforts, such as the <strong>HIV</strong> Alliance in<br />
Lane County, to benefit from their guidance and suggestions.<br />
• Join with broader advocates for people with disabilities to encourage scoring incentives for<br />
projects serving special needs populations through the Consolidated Funding Cycle, Qualified<br />
Allocation Plan (QAP), and other funding sources.<br />
6. Prioritize strategically between building on existing relationships or seeking new<br />
partnerships with affordable housing developers and providers.<br />
