<strong>Oregon</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>Housing</strong> and <strong>Services</strong> <strong>Systems</strong> Integration Plan—Appendices A-3<br />
Process: Funding priorities are influenced by the <strong>Oregon</strong> Consolidated Plan (for HOME), the<br />
Qualified Allocation Plan (for Low Income <strong>Housing</strong> Tax Credits), and OHCS<br />
performance measures based on legislative goals.<br />
For the Fall 2007 funding cycle, OHCS released the application in May, held<br />
trainings in June, and set the application deadline for July 27, 2007. For the Spring<br />
2008 funding cycle, OHCS released the application in December 2007 with a<br />
deadline <strong>of</strong> February 29, 2008.<br />
In order to apply for CFC funding, the agency must contact an OHCS Regional<br />
Advisor more than one month before the application deadline to schedule a site visit.<br />

Notes: OHCS sets funding targets for the CFC, including 10 percent <strong>of</strong> units dedicated for<br />
30 percent AMI or below, and 50 percent <strong>of</strong> units for individuals with special needs.<br />
These targets were not met in 2006. The special needs target has not been met since<br />
2002. In 2007, the definition <strong>of</strong> special needs was expanded to include ex-<strong>of</strong>fenders<br />
and chronically homeless persons.
