campuses. Rental housing is less available in counties with higher homeownership rates, such as<br />
Polk (74 percent), Josephine (72 percent), and Deschutes (70 percent). 36<br />
Amid a national trend toward increasing mortgage default rates, <strong>Oregon</strong> compares favorably to<br />
other states, but is in line with the neighboring state <strong>of</strong> Washington. In 2007, 0.54 percent and 0.57<br />
percent <strong>of</strong> households in <strong>Oregon</strong> and Washington, respectively, entered some stage <strong>of</strong> foreclosure,<br />
compared with 1.03 percent nationwide. 37<br />
Each year, the U.S. Department <strong>of</strong> <strong>Housing</strong> and Urban Development (HUD) establishes Fair Market<br />
Rents (FMRs) to determine payment standards for the Section 8 <strong>Housing</strong> Choice Voucher program,<br />
as well as other HUD programs such as HOME rental assistance. HUD defines FMRs as the 40th<br />
percentile rent, or, the dollar amount below which 40 percent <strong>of</strong> the standard-quality rental housing<br />
units are rented. 38 FMRs are a good indicator <strong>of</strong> the variance in housing costs across counties.<br />
In the balance <strong>of</strong> state, the FMRs for most counties increased by about eight percent from 2006 to<br />
2008. For 2008, Baker County has the lowest FMR ($450) and Deschutes County has the highest<br />
FMR ($614) in the balance <strong>of</strong> state. 39<br />
Table 5 on the following page lists the FMR for one-bedroom apartment rentals in the balance <strong>of</strong><br />
state, by county for the years 2006 through 2008.<br />
