Local Consolidated Plan Five-Year Cycles<br />

Each jurisdiction involves substantial community input during the year preceding the adoption <strong>of</strong> a<br />

new five-year Con Plan. The following list includes the expiration months for each Con Plan in the<br />

balance <strong>of</strong> state:<br />

June 2008: Corvallis<br />

June 2009: Bend<br />

December 2009: Ashland, Medford, and Salem<br />

June 2010: Eugene/Springfield<br />

Background: In FY 2007, Ashland received $210,000 in CDBG funds. Ashland has a 2005-2009<br />

Con Plan.<br />

Process: Applications for funding are due in March 2008, and funding decisions are expected<br />

in May 2008.<br />

City <strong>of</strong> Bend Consolidated Plan<br />

Background: In FY 2007, Bend received $437,156 in CDBG funds. The 2004-2009 Con Plan<br />

described persons living with <strong>HIV</strong>/<strong>AIDS</strong> as a “Low” priority among special needs<br />

populations. The Con Plan described the unmet housing need as “Minimal,” and had<br />

a goal <strong>of</strong> developing 20 units <strong>of</strong> housing for people living with <strong>HIV</strong>/<strong>AIDS</strong>.<br />

Process: Bend released an RFP for CDBG funds, with applications due in January 2008, and<br />

funding decisions expected in May 2008.<br />

City <strong>of</strong> Corvallis Consolidated Plan<br />

Background: In FY 2007, Corvallis received $556,048 in CDBG funds and $420,259 in HOME<br />

funds. The 2003-2008 Con Plan described persons living with <strong>HIV</strong>/<strong>AIDS</strong> as a “Low”<br />

priority among special needs populations.<br />

Process: Corvallis issued an RFP for CDBG and HOME funds for 2008-2009. Applications<br />

are due in January 2008, with funding decisions expected in April. Corvallis is<br />

currently developing the next five-year Con Plan. The Corvallis <strong>Housing</strong> and<br />

Community Development Commission (HCDC) formulates and recommends<br />

policies on housing issues. Meetings are typically the third Wednesday <strong>of</strong> the month.<br />
