The Rural <strong>Housing</strong> Service (RHS) <strong>of</strong> the United <strong>State</strong>s Department <strong>of</strong> Agriculture (USDA) Rural<br />
Development provides a number <strong>of</strong> home ownership and rental opportunities for rural Americans. These<br />
programs provide a wide range <strong>of</strong> assistance, from direct loans to very low-, low-, or moderate-income<br />
households to buy or renovate existing housing to funding organizations to provide technical assistance to<br />
low- and very low-income households seeking to build their own homes in rural areas. Organizations eligible<br />
to apply for RHS funds include local and state government entities, associations, non-pr<strong>of</strong>it groups, and<br />
federally recognized Native American groups. Funds are also available to communities for construction <strong>of</strong><br />
essential facilities, such as hospitals, vocational rehabilitation centers, and public transportation, and to<br />
organizations needing to prepare sites with infrastructure, such as roads and sewage facilities.<br />

The Department <strong>of</strong> Veterans Affairs (VA) Health Care for Homeless Veterans (HCHV) Programs provide<br />
funding to community agencies providing services to homeless veterans. The purpose is to promote the<br />
development and provision <strong>of</strong> supportive housing and/or supportive services with the goal <strong>of</strong> helping<br />
homeless veterans achieve residential stability, increase their skill levels and/or income, and obtain greater<br />
self-determination.<br />
In February 2007, the VA announced the largest one-time designation in its history programs benefiting<br />
homeless veterans: $24 million, including $10 million for seriously mentally ill veterans, terminally ill<br />
veterans, and similarly vulnerable groups, such as veterans living with <strong>HIV</strong>/<strong>AIDS</strong>. Non-pr<strong>of</strong>it organizations,<br />
state and local government agencies that wish to start new programs to provide supportive housing or<br />
supportive services for homeless veterans can apply for funding. Only programs with supportive housing (up<br />
to 24 months) or service centers (<strong>of</strong>fering services such as case management, education, crisis intervention,<br />
counseling, etc.), where at least 75 percent <strong>of</strong> the clients served are veterans, are eligible for these funds.
