Criminal Justice<br />

Prison populations have grown exponentially nationwide over the past two decades. On any given<br />

day, 2.2 million people are incarcerated in prison or jail across the United <strong>State</strong>s, 76 and the number<br />

<strong>of</strong> prisoners is expected to grow significantly (by nearly 200,000) over the next five years. 77<br />

Because <strong>of</strong> this extraordinary incarceration rate, as well as the disproportionate number <strong>of</strong> people <strong>of</strong><br />

color in both poverty and the prison system, programs <strong>of</strong> all types that serve low-income people<br />

(from housing, to employment, to public assistance) increasingly find people with incarceration<br />

histories among their potential clients.<br />

In addition, the link between incarceration and risk for <strong>HIV</strong>/<strong>AIDS</strong> infection is increasingly strong.<br />

In 1997, individuals released from prison or jail accounted for nearly one-quarter <strong>of</strong> all people<br />

living with <strong>HIV</strong> or <strong>AIDS</strong> in the United <strong>State</strong>s. An estimated 98,000 to 145,000 <strong>HIV</strong>-positive<br />

inmates were released from prisons and jails in 1996; almost 39,000 <strong>of</strong> these had <strong>AIDS</strong>. 78<br />

Basic Facts about Corrections in <strong>Oregon</strong><br />

• 13,516 people were incarcerated in <strong>Oregon</strong> state prisons as <strong>of</strong> June 2007, out<br />

<strong>of</strong> a total state population <strong>of</strong> 3,700,758.<br />

• The Department <strong>of</strong> Corrections budget for the 2007-09 biennium is<br />

approximately $1.3 billion. DOC estimates the cost per inmate per day at<br />

$67.53.<br />

• Although Blacks/African Americans make up less than two percent <strong>of</strong><br />

<strong>Oregon</strong>'s population, they make up ten percent <strong>of</strong> <strong>Oregon</strong>'s prison population.<br />

• As <strong>of</strong> November 2006, the three-year post-release recidivism rate (<strong>of</strong>fenders<br />

convicted <strong>of</strong> new felony crimes) was 31 percent.<br />
