Oregon HIV/AIDS Housing and Services Systems Integration Plan—Appendices A-1 Appendix 1: Affordable Housing Resource Guide The purpose of this resource guide is to describe existing housing resources, identify potential partnerships and referral sources, and facilitate the implementation of the Systems Integration Plan. As part of the development of the Oregon HIV Housing and Service Systems Integration Plan, Building Changes compiled this affordable housing resource guide for the balance of state (31 counties outside the Portland metropolitan area). This resource guide is divided into two sections: information on housing planning processes, and information on available housing resources. The first section, Housing Planning Processes, describes statewide and local funding opportunities and planning processes for affordable housing, including state and local Consolidated Plans, and the Continuum of Care system. Each resource includes information on the planning process and provides the main contact. At the end of the first section are two calendars displaying timelines for funding applications and planning processes across the balance of state. The second section, Housing Resources, describes existing affordable housing resources in the balance of state, including housing authorities, local resource guides, regional housing centers, affordable housing developers, and community action agencies. Resources are grouped according to the four regions served by the Oregon Housing Opportunities in Partnership (OHOP) program (see map on page A-15 for map of OHOP regions). A-2 Appendices—Oregon HIV/AIDS Housing and Services Systems Integration Plan Housing Planning Processes As in most communities, funding for affordable housing in Oregon is dispersed across many levels of government and is subject to different policies, priorities, and timelines. The following sections indentify the planning processes across the state (excluding the five-county Portland metropolitan area) that define funding priorities for some of the most important resources. Two calendars for funding applications and planning processes are found at the end of the section. Consolidated Plans and Related Processes The U.S. Department of Housing and Urban Development (HUD) requires a single, consolidated submission process for four formula programs: Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG), HOME Investment Partnership Program, and Housing Opportunities for Persons with AIDS (HOPWA). Local and state governments develop Consolidated Plans (Con Plans) with public input to define the funding priorities for these four programs in their jurisdictions. State of Oregon Consolidated Plan Online: www.oregon.gov/OHCS/HRS_Consolidated_Plan_5yearplan.shtml Background: Oregon Housing and Community Services (OHCS) administers the HOME program; Oregon Economic and Community Development Department (OECDD) administers the CDBG program; and Oregon Department of Human Services (DHS) administers the HOPWA program in the balance of state (OHOP). Process: The current five-year Con Plan covers 2006-2010. Each year, OHCS develops an Annual Action Plan to describe the implementation of the five-year plan in the coming year. The draft 2008 Annual Action Plan was released in September 2007 for public comment until October 2007. State of Oregon Consolidated Funding Cycle (CFC) Online: www.oregon.gov/OHCS/HRS_CFC_Overview.shtml Background: OHCS allocates its affordable housing funding through the Spring and Fall CFC process, including the Low Income Housing Tax Credit, Housing PLUS, Oregon Affordable Housing Tax Credit, HOME Investment Partnerships, Housing Development Grant (Trust Fund), Low-Income Weatherization, and HELP (Financing Adjustment Factor Savings Fund) programs. Starting in 2008, the majority of funding will shift from the Fall to the Spring cycle. The Fall 2007 CFC included $27.5 million in funding. The Spring 2008 CFC includes $11.6 million, including the first $4 million distribution of the new Housing PLUS funds.
