Appendix 1: Affordable <strong>Housing</strong> Resource Guide<br />

The purpose <strong>of</strong> this resource guide is to describe existing housing resources, identify potential<br />

partnerships and referral sources, and facilitate the implementation <strong>of</strong> the <strong>Systems</strong> Integration Plan.<br />

As part <strong>of</strong> the development <strong>of</strong> the <strong>Oregon</strong> <strong>HIV</strong> <strong>Housing</strong> and Service <strong>Systems</strong> Integration Plan,<br />

Building Changes compiled this affordable housing resource guide for the balance <strong>of</strong> state (31<br />

counties outside the Portland metropolitan area). This resource guide is divided into two sections:<br />

information on housing planning processes, and information on available housing resources.<br />

The first section, <strong>Housing</strong> Planning Processes, describes statewide and local funding opportunities<br />

and planning processes for affordable housing, including state and local Consolidated Plans, and the<br />

Continuum <strong>of</strong> Care system. Each resource includes information on the planning process and<br />

provides the main contact. At the end <strong>of</strong> the first section are two calendars displaying timelines for<br />

funding applications and planning processes across the balance <strong>of</strong> state.<br />

The second section, <strong>Housing</strong> Resources, describes existing affordable housing resources in the<br />

balance <strong>of</strong> state, including housing authorities, local resource guides, regional housing centers,<br />

affordable housing developers, and community action agencies. Resources are grouped according to<br />

the four regions served by the <strong>Oregon</strong> <strong>Housing</strong> Opportunities in Partnership (OHOP) program (see<br />

map on page A-15 for map <strong>of</strong> OHOP regions).<br />
