Continua of Care (CoC)
In order to encourage the integration and coordination of community homeless assistance, HUD’s
three primary homeless assistance programs – the Supportive Housing Program (SHP), Shelter Plus
Care (S+C), and the Section 8 Moderate Rehabilitation Single Room Occupancy Program (SRO
Mod. Rehab.) – are combined under the Continuum of Care (CoC) planning and allocation process.
The establishment of a CoC system involves a community-wide or region-wide process involving
government agencies, nonprofit housing and service providers, private foundations, homeless or
formerly homeless individuals, and other stakeholders.
Each CoC is allocated an initial pro rata need funding amount based on the relative homeless
assistance need assigned to a community using U.S. Census Bureau data. Communities can receive
funding above this level through successful applications for “bonus” projects that must provide
permanent housing for chronically homeless individuals.
Figure 2 on the following page shows the map of the CoC in Oregon, followed by a discussion of
each CoC in the balance of state.
