Oregon HIV/AIDS Housing and Services Systems Integration Plan—Appendices A-3 Process: Funding priorities are influenced by the Oregon Consolidated Plan (for HOME), the Qualified Allocation Plan (for Low Income Housing Tax Credits), and OHCS performance measures based on legislative goals. For the Fall 2007 funding cycle, OHCS released the application in May, held trainings in June, and set the application deadline for July 27, 2007. For the Spring 2008 funding cycle, OHCS released the application in December 2007 with a deadline of February 29, 2008. In order to apply for CFC funding, the agency must contact an OHCS Regional Advisor more than one month before the application deadline to schedule a site visit. These targets were not met in 2006. The special needs target has not been met since 2002. In 2007, the definition of special needs was expanded to include ex-offenders and chronically homeless persons.
