<strong>Housing</strong> Planning Processes<br />

As in most communities, funding for affordable housing in <strong>Oregon</strong> is dispersed across many levels<br />

<strong>of</strong> government and is subject to different policies, priorities, and timelines. The following sections<br />

indentify the planning processes across the state (excluding the five-county Portland metropolitan<br />

area) that define funding priorities for some <strong>of</strong> the most important resources. Two calendars for<br />

funding applications and planning processes are found at the end <strong>of</strong> the section.<br />

Consolidated Plans and Related Processes<br />

The U.S. Department <strong>of</strong> <strong>Housing</strong> and Urban Development (HUD) requires a single, consolidated<br />

submission process for four formula programs: Community Development Block Grants (CDBG),<br />

Emergency Shelter Grants (ESG), HOME Investment Partnership Program, and <strong>Housing</strong><br />

Opportunities for Persons with <strong>AIDS</strong> (HOPWA). Local and state governments develop<br />

Consolidated Plans (Con Plans) with public input to define the funding priorities for these four<br />

programs in their jurisdictions.<br />

<strong>State</strong> <strong>of</strong> <strong>Oregon</strong> Consolidated Plan<br />

Background: <strong>Oregon</strong> <strong>Housing</strong> and Community <strong>Services</strong> (OHCS) administers the HOME program;<br />

<strong>Oregon</strong> Economic and Community Development Department (OECDD) administers<br />

the CDBG program; and <strong>Oregon</strong> Department <strong>of</strong> Human <strong>Services</strong> (DHS) administers<br />

the HOPWA program in the balance <strong>of</strong> state (OHOP).<br />

Process: The current five-year Con Plan covers 2006-2010. Each year, OHCS develops an<br />

Annual Action Plan to describe the implementation <strong>of</strong> the five-year plan in the<br />

coming year. The draft 2008 Annual Action Plan was released in September 2007 for<br />

public comment until October 2007.<br />

<strong>State</strong> <strong>of</strong> <strong>Oregon</strong> Consolidated Funding Cycle (CFC)<br />

Background: OHCS allocates its affordable housing funding through the Spring and Fall CFC<br />

process, including the Low Income <strong>Housing</strong> Tax Credit, <strong>Housing</strong> PLUS, <strong>Oregon</strong><br />

Affordable <strong>Housing</strong> Tax Credit, HOME Investment Partnerships, <strong>Housing</strong><br />

Development Grant (Trust Fund), Low-Income Weatherization, and HELP<br />

(Financing Adjustment Factor Savings Fund) programs. Starting in 2008, the<br />

majority <strong>of</strong> funding will shift from the Fall to the Spring cycle. The Fall 2007 CFC<br />

included $27.5 million in funding. The Spring 2008 CFC includes $11.6 million,<br />

including the first $4 million distribution <strong>of</strong> the new <strong>Housing</strong> PLUS funds.
