in Angriff nahmen: Die Anerkennung unseres Prüflabors
durch die BIG-EU und die BI. Zusätzlich zur
Anerkennung eines Prüflabors durch die DAkkS ist
es für ein Prüflabor, das Prüfungen auf Einhaltung
des BACnet-Standards anbieten möchte, erforderlich,
durch diese beiden Gremien anerkannt zu
werden. Ohne diese Anerkennung kann die Zertifizierung
eines geprüften Gerätes durch das beauftragte
Zertifizierungslabor nicht erteilt werden.
Die Anerkennung durch BIG-EU und BI besteht
aus drei Bausteinen:
Anerkennung durch unabhängige Stelle
Für uns war der erste Baustein natürlich die
offizielle Anerkennung des Prüflabors nach
DIN EN ISO 17025 durch die DAkkS. An dieser
Stelle waren wir bereits aktiv und es war absehbar,
dass diese Anerkennung erfolgen würde.
Besuch von BI und BIG­EU Vertretern
Der zweite Baustein besteht in einem Besuch
des Prüflabors durch einen Abgesandten der
BI und BIG-EU, dem BACnet Test Laboratories
Acceptance Committee (BTL-AC). Dieser
Besuch fand im Hause MBS GmbH bereits im
Sommer 2011 statt. Im Rahmen dieses Termins
konnten wir die Einhaltung aller zusätzlichen
Anforderungen erfolgreich klären.
Round­Robin­Test
Als dritte Voraussetzung zur Anerkennung
durch die BIG-EU und BI muss ein Ringversuch
(„Round-Robin-Test“) erfolgreich absolviert
werden. Hierbei wird ein Prüfgerät mit bekannten
Fehlern allen teilnehmenden Laboren zur
BTL­AC anerkannte Testlabore

Derzeit gibt es weltweit drei Testlabore, die durch
BIG-EU und WSPCert für die Durchführung von
BACnet Konformitätstests anerkannt sind*:

Weitere Testlabore in Deutschland und in
der Schweiz stehen in den Startlöchern.

Prüfung auf Einhaltung der BACnet-Standards
übergeben. Die Prüfung wird unter Bedingungen,
die denen eines Kundenauftrags entsprechen,
durchgeführt. Das Prüfgerät wird einem
vollständigen Test unterzogen. Je nach Funktionsvielfalt
des Gerätes nimmt eine derartige
Prüfung mehrere Wochen in Anspruch.
Die Prüfergebnisse aller Labore werden nach
Abschluss des Versuchs durch die BIG-EU und
BI miteinander verglichen. Dieses Verfahren ist
zwar aufwändig, aber dennoch notwendig, um
die gleichbleibende Qualität der Prüfungen in
allen Laboren sicher zu stellen. Die Ringversuche
werden zur Qualitätssicherung der Labore
regelmäßig wiederholt. Die Teilnahme an diesem
Ringversuch wurde von uns erfolgreich
abgeschlossen.
5. Auditierung durch Mitarbeiter der DAkkS
Die erfolgreiche Auditierung unseres Prüflabors
durch zwei externe Mitarbeiter der DAkkS
erfolgte schließlich im November 2011, die offizielle
Anerkennungsurkunde wurde uns dann
final im März 2012 zugestellt.
6. Erste BACnet­Prüfungen
Der gesamte Prozess der Arbeiten zum Aufbau
eines Prüflabors hat damit deutlich mehr als ein
Jahr in Anspruch genommen. Seit Anfang 2012
hat die MBS GmbH nun die Arbeiten in Ihrem
Prüflabor aufgenommen und bereits mehrere
Geräte mit positivem Ergebnis auf die Einhaltung
der gültigen BACnet Standards geprüft.
Context
For over 25 years, MBS GmbH has built a good
reputation in the market as a provider of infrastructure
and communications solutions in the building
automation sector and especially in the field of
BACnet. In 2005, after a test laboratory was built
together with Fraport AG at Germany’s largest airport
Frankfurt / Main and the BACnet Test Framework
testing tool was jointly developed, more and
more manufacturers asked MBS if they wanted to
start an official BACnet testing lab. Thus, it was a
logical step for us to consider building an officially
accredited testing laboratory according to DIN EN
ISO 17025 for the field of BACnet in order to provide
our customers with the most complete service.
1. Information briefing with DAkks
The first considerations for implementing this
complex project began in the fall of 2010. As
part of a visit to the German national accreditation
body (DAkkS) we were informed during our
­BACnet­Interest­Group­Europe
conversation with the DAkkS employees about
the strict requirements that must be met to obtain
accreditation. Based on this information, and after
weighing all the facts, the final decision to commence
work on the project “Testing Laboratory
MBS GmbH” took place in early 2011.
2. Creating a quality
management handbook
The first step on the long road to accreditation
was the creation of a Quality Management Manual
(QMM). Such a manual defines all detailed and
mandatory processes and operations that need
to be performed during the testing of a product.
In addition, such a QMM must meet the specific,
strict requirements of the DIN EN ISO 17025.
Although MBS GmbH, at the time, had extensive
experience in BACnet, it had little experience
in the field of application of 17025. At an early
stage, we ensured the support of an external
consultant, who’s years of experience assisted
us in the construction of the QMM. Despite the
professional assistance, the demanding work on
the QMM took until summer 2011 to complete.
3. Filing of the documents at DAkkS
All necessary documentation, which not only
included the QMM, but other documents such
as floor plans, insurance documents and financial
information, were then in the summer of 2011
filed with the DAkkS for consideration. At the same
time, we requested an auditing appointment from
the DAkkS. Despite our extensive preparatory work
before the audit, what subsequently followed was a
several-month period in which documents always
had to be adapted to the requirement of DAkkS.
4. Recognition of the test­laboratory
by BIG­EU and BI
On the way to being a BTL-AC approved test laboratory
and to perform BACnet conformance tests,
there was more than just the official recognition
by DAkkS to worry about. There was still another
hurdle to overcome. We took action in the summer
of 2011: the recognition of our test-laboratory
by the BIG-EU und BI. In addition to the recognition
by the DAkkS, it is necessary for a test lab
that would comply with the BACnet standard, to
be approved by both certification boards. Without
this recognition, the certification of a tested
device by the test lab cannot be issued.
