SPICED criteria give particular emphasis to participatory approaches:<br />

• Subjective in that stakeholders are uniquely placed to <strong>of</strong>fer insights <strong>based</strong> on their<br />

experience<br />

• Participatory, involving the project or affected stakeholders<br />

• Interpreted or explained to provide an understanding <strong>of</strong> the local context in which they<br />

occur<br />

• Cross-checked against other indicators, stakeholders and methods<br />

• Empowering to affected groups<br />

• Diverse in nature and measured from a variety <strong>of</strong> stakeholder groups<br />

CREAM criteria focus on managing <strong>for</strong> development results:<br />

• Clear: Precise and unambiguous<br />

• Relevant: appropriate to the subject at hand<br />

• Economic: available at a reasonable cost<br />

• Adequate: provide a sufficient basis to assess per<strong>for</strong>mance<br />

• Monitorable: amenable to independent validation<br />

The project proponent should be sensible and practical in applying these criteria. No one indicator<br />

will satisfy all criteria equally well. In practice there can also be tension between the participatory,<br />

subjective character <strong>of</strong> the SPICED indicator approach and the emphasis on objective measuring in<br />

the SMART approach, requiring some reconciliation between the approaches.<br />

Ultimately, the choice <strong>of</strong> indicator is determined through an <strong>assessment</strong> <strong>of</strong> validity and practicality.<br />

The selection <strong>of</strong> indicators is an iterative process, building on consultations between project<br />

developers, stakeholders and partners (UNDP, 2002). The process <strong>of</strong> selecting an indicator takes<br />

several steps including brainstorming ideas, assessing each one, and narrowing the list down to<br />

produce an indicator monitoring plan. Table T27 summarizes a number <strong>of</strong> key criteria <strong>for</strong> evaluating<br />

each <strong>of</strong> the indicators selected.<br />
