achieved; if this is not possible, the differences should be acknowledged and noted.<br />
The focus group exercise should be followed by a field-<strong>based</strong> ground-truthing exercise. Where field<br />
observations do not coincide with the findings <strong>of</strong> the focus group exercises, further stakeholder<br />
discussions are needed to clarify the situation. The main outcomes <strong>of</strong> this exercise will be a better<br />
understanding <strong>of</strong> the causal model, including the various cause-effect relationships and the key<br />
factors likely to determine success or failure.<br />

Applying and reporting the ROtI rating system<br />
The final stage is to apply a rating system to three hierarchical levels <strong>of</strong> the causal model – the<br />
individual elements <strong>of</strong> the model (outcomes, <strong>impact</strong> drivers, assumptions and intermediate states),<br />
the overall strategy level, and the project level. A simple rating system is used:<br />
