and/or negotiated among the stakeholders will influence <strong>social</strong> outcomes and <strong>impact</strong>s throughout the<br />
life <strong>of</strong> the project (Wunder 2008). Among the key exogenous factors that influence <strong>social</strong> dimensions <strong>of</strong><br />
carbon projects are the policies that local and national governments implement in conjunction with or<br />
parallel to the initiative. The risks and benefits <strong>of</strong> policies vary according to the political, cultural, and<br />
<strong>social</strong> context (Peskett et al. 2008). 22<br />
