Intermediate states can be thought <strong>of</strong> achievements that increase the likelihood <strong>of</strong> sustainable<br />

project <strong>impact</strong>s. They provide the missing middle <strong>of</strong> the “if-then” statements between outcomes and<br />

<strong>impact</strong>s. They are transitional conditions between outcomes and <strong>impact</strong>s, and must be achieved in<br />

order <strong>for</strong> the project <strong>impact</strong>s to be achieved. For example, an intermediate state was identified <strong>for</strong><br />

improving the management capacity <strong>of</strong> a protected area in Uganda following identification <strong>of</strong> the<br />

desired outcome and <strong>impact</strong>:<br />

• Outcome: Management capacity <strong>of</strong> Bwindi and Mgahinga National Parks improved<br />

• Impact: Enhanced conservation status <strong>of</strong> ecosystem conservation targets<br />

• Intermediate state: Uganda Wildlife Authority implements policies sufficient to address<br />

priority threats to conservation targets<br />

In other words achievement <strong>of</strong> this intermediate state would ensure that the park authorities have<br />

enough resources, and receive the necessary policy support <strong>for</strong> achieving the desired <strong>impact</strong>. The<br />

key question <strong>for</strong> identifying an intermediate state is whether there is a missing gap between the<br />

project outcomes and expected <strong>impact</strong>s. In some projects, achievement <strong>of</strong> an outcome may be<br />

sufficient <strong>for</strong> the <strong>impact</strong>s to be realized, but if the outcomes have been correctly stated as short to<br />
