• Is it unambiguous about what is being measured?<br />

• Is there general agreement over the interpretation <strong>of</strong> the results?<br />

• Is it uni-dimensional (i.e., does it measure only one phenomenon at a time?)<br />

• Is it operationally precise (i.e., is there no ambiguity over what kind <strong>of</strong> data<br />

should be collected)?<br />

Is the indicator USEFUL <strong>for</strong> management?<br />

• Useful at what level?<br />

• How will it be used?<br />

Is the indicator PRACTICAL?<br />

• Are timely data available?<br />

• Can the data be collected frequently enough to in<strong>for</strong>m management<br />

decisions?<br />

• Are data valid and reliable?<br />

• Are the costs <strong>of</strong> data collection reasonable?<br />

Is the indicator ATTRIBUTABLE to proposed positive <strong>social</strong> <strong>impact</strong>?<br />

• Are the links between the project’s activities and the result being measured<br />

clear and significant?<br />

• Can the result be attributed in part to the project’s ef<strong>for</strong>ts?<br />

Is the indicator TIMELY?<br />

• Are data available when needed <strong>for</strong> decision making or verification purposes?<br />

• Are data available frequently enough to in<strong>for</strong>m adaptive management<br />

decisions?<br />

Is the indicator ADEQUATE?<br />

• Does it merely indicate progress rather than attempt to fully describe<br />

everything an activity accomplishes?<br />

• Taken as a group, are the indicator and its companion indicators the minimum<br />

necessary to ensure that progress toward the given result is sufficiently<br />

captured?<br />

Should the indicator be DISAGGREGATED?<br />

• Is disaggregation necessary and appropriate?<br />
