A number of programs /projects did consider variations in timing implementation. These<br />

programs/projects were in all cases associated with wastewater compliance issues. The<br />

variations reflected the uncertainties in desired regulatory implementation timing. The<br />

exception is a number of current WWTF compliance related upgrades that were incorporated<br />

with timing fixed by the Five-Year Capital Plan sometimes adjusted by discussions with <strong>Halifax</strong><br />

Water staff. This was due to the advanced state of these projects.<br />

A significant number of new planning initiatives all have activity within the first 3 years of the<br />

Recommended IRP. While the absolute program is not particularly large these planning<br />

activities will require significant participation on the part of <strong>Halifax</strong> Water staff and will likely<br />

require either additional resources or some prioritization of the activities. Considering the<br />

linked nature of the planning culminating in the next IRP update and the need for considerable<br />

additional detail supporting the IRP update, the planning activities will require additional<br />

resources.<br />

A number of enterprise projects are included in the IRP financial plan including a computerized<br />

maintenance management system, a data collection project, fleet upgrade, GIS data program<br />

implementation, miscellaneous equipment upgrades, SCADA enhancements and master<br />

planning, etc.<br />
