<strong>Halifax</strong> Water Integrated Resource Plan<br />

IRP Planning Context and Levels of Service<br />

• Setting drinking water and ambient water quality standards;<br />

• Issuing approvals for water, wastewater and stormwater systems;<br />

• Inspection and monitoring of permits and approvals; and,<br />

• Enforcement activities and response to public issues and complaints.<br />

NSE, while mindful of the fiscal impacts of regulatory programs, is nonetheless<br />

mandated to enforce provincial and federal legal requirements and hence the direction<br />

to <strong>Halifax</strong> Water from the two provincial bodies can at times be a challenge to reconcile.<br />

Without careful coordination by the two agencies <strong>Halifax</strong> Water is in the position of not<br />

having the resources to meet its requirements.<br />

Further information regarding the roles and functions of these governing bodies in<br />

relation to the Water Utility is outlined in a document entitled Municipal Water Utilities<br />

Oversight prepared by both the NSUARB and NSE. 14<br />

3.3 HALIFAX WATER VISION, MISSION, CORPORATE BALANCED SCORECARD (CBS) AND<br />

LEVELS OF SERVICE (LOS)<br />

<strong>Halifax</strong> Water has adopted Mission and Vision statements as well as a supporting set of<br />

corporate balanced scorecard (CBS) measures to help with continuously improving its<br />

service to its customers. The CBS measures in turn define the Organizational Indicators<br />

(OI) and Levels of Service (LOS) that are used to measure organizational and<br />

infrastructure performance.<br />

The <strong>Halifax</strong> Water Mission and Vision statements are as follows:<br />

Mission:<br />

"To Provide World Class Services for our Customers and our Environment"<br />

Vision:<br />

• We will provide our customers with high quality water, wastewater, and<br />

stormwater services.<br />

• Through adoption of best practices, we will place the highest value on public<br />

health, customer service, fiscal responsibility, workplace safety and security,<br />

asset management, regulatory compliance, and stewardship of the<br />

environment.<br />

• We will fully engage employees through teamwork, innovation, and professional<br />

development.<br />

The CBS is comprised of eight critical success factors, which in turn informs 29<br />

organizational indicators. Table 3.1 presents the 17 of 29 <strong>Halifax</strong> Water OI/LOS<br />

statements related to asset renewal and regulatory compliance. The full CBS is<br />

presented in Volume 1 Appendix C.<br />
