Volume 1 Appendix H presents the financial model for the Recommended Plan.<br />

The Recommended Plan was analysed to assess the impact of three factors:<br />

• The potential benefits of water demand reduction and I/I reduction on the Recommended<br />

Plan.<br />

• The level of asset renewal (A, B, C and composite) on end-of-period asset value.<br />

• The population growth rate (high, baseline and low) on plan requirements.<br />

The recommended IRP plan and implementation is presented in Table 6.1, Recommended IRP<br />

Components and Timing. The timing of expenditures is shown in Figure 6.1, Recommended IRP<br />

Expenditures by Year. The expenditures by driver are shown in Figure 6.2, Recommended IRP<br />

Expenditures by Driver.<br />

The 3-year expenditures from 2013 to 2015 associated with the recommended IRP are<br />

presented in Table 7.2, IRP Recommended Expenditures 2013-2015 ($million).<br />

Any significant increase in expenditure levels for the 3-year period is likely unrealistic from the<br />

viewpoint of the increased revenue required and the impact on rates as well as <strong>Halifax</strong> Water’s<br />

institutional capacity. Even with accelerated implementation it will require at least 2 to 3 years<br />

to have adequate data and systems in place to obtain string return from scaled-up asset<br />

renewal expenditures. The 2013-2015 expenditures should be reviewed and reprogrammed<br />

with adequate ramp-up tie particularly for the asset management program. Other<br />

considerations with the first three years of the recommended IRP are listed in Section 7.2.<br />

Table 7.3 presents the IRP expenditure plan for 2016-2022 while Section 7.3 describes the<br />

longer-term recommendations for 2016 to 2022. Table 7.4 presents the IRP expenditure plan<br />

for 2023 to 2032 and 2033 to 2042 while Section 7.4 describes the longer-term<br />

recommendations of these expenditure plans.<br />

Based on the analysis carried out through the course of the IRP, Section 7.8 details the IRP<br />

recommendations including ensuring adequate data collection and analysis components in all<br />

functional and asset renewal planning.<br />
