Who: Mobilization Branch.<br />

What: Annual Evaluation Report on DA Civilians.<br />

Purpose: Discuss overall individual job performance, future<br />

expectations, and personal development.<br />

Summary:<br />

‣ Initial and mid-point counseling with written performance plan which<br />

documented expectations and responsibilities led to this Annual<br />

Evaluation Report.<br />

‣ Discussed each Value/Responsibility of the evaluation form, career<br />

goals and with training development plan (IDP).<br />

‣ Ensured Ratee was clear on requirements and understood what’s<br />

expected for continued success based on organizational mission and<br />

goals.<br />

End State: The best counseling is looking forward, concentrating on the<br />

future and what needs to be done better. It’s a sound and continuing<br />

basis for effective supervisor and subordinate partnership in pursuit of<br />

common goals. Counseling should be timely for success. Counseling<br />

only at the end of the rating period is too late since misunderstandings<br />

that impact performance and work related behavior cannot be resolved in<br />

time for improvement before the annual rating period.
