STRATEGIC MANAGEMENT SYSTEM (SMS)<br />

Sustain, Support and Defend<br />

Who: Installation Strategic Management System (SMS) Users.<br />

What: SMS required training for all Users.<br />

Purpose: Training must be completed before personnel are<br />

allowed access to SMS by HQ IMCOM.<br />

Summary:<br />

• SMS provides a cross functional snapshot of the <strong>Army</strong>’s strategic<br />

posture in a top-down, data-driven, performance-metric format.<br />

This automated tool facilitates an enterprise-level approach to <strong>Army</strong><br />

decision making and strategy management and serves as an<br />

enabler to bring the <strong>Army</strong> back in balance.<br />

• Once properly trained all SMS users have the ability to update<br />

and view goal performance indicators or “drill down” to the<br />

performance drivers to see individual task or metric indicators<br />

according to their level of access. Pertinent contact information is<br />

provided at each node within the system, resulting in greater<br />

accountability for strategy execution. This database system will be<br />

used to input Soldier, Family and Civilian Readiness Quarterly<br />

Management Board (SRQMB) data starting in January 2012.<br />

End State: SMS will provide an objective, quantifiable,<br />

synchronized portrait of <strong>Army</strong> strategy execution in accordance<br />

with The <strong>Army</strong> Plan, the <strong>Army</strong> Campaign Plan, and other <strong>Army</strong><br />

senior-leader directives. Its intent is to enable <strong>Army</strong> leaders to<br />

make informed decisions concerning performance goals.
