(3) Report data into the EOC Casualty Coordinator within the H+1; provide follow-up reports as<br />

time permits when there are changes. Status updates will continue until termination and all casualties are<br />

removed from site. Using the reporting format in Annex A, report the number of Dead, Injured, and<br />

Missing (DIM) that are on-site and those transported off-site or away from the scene.<br />

(4) If the information is known when reporting, delineate between Good Guys and Bad Guys.<br />

“Bad Guys” will be reported in RED; i.e. “Good Guy # in BLACK/Bad Guy # in RED”.<br />

b. WINN <strong>Army</strong> Community Hospital (WINN ACH).<br />

(1) Provide a WINN ACH representative for manning of the EOC BLDG #1237, two twelve hour<br />

shifts, as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) Report data into the EOC Casualty Coordinator NLT H+2; follow-up reports will be made<br />

whenever there are changes UTC of all DIM. Report the number of DIM; admitted, treated/released, and<br />

deceased. Plus, MEDEVAC to other medical facilities, i.e. Liberty Memorial, Savannah Memorial,<br />

Candler, and St. Joseph’s. Use the reporting format in Annex B.<br />

(3) The Senior EMS acts as the Transportation Officer and based on guidance from the Senior ER<br />

physician, will direct where victims will go based on the level of care needed and level of capacity at<br />

WINN ACH at the time. There will be a Liaison at the other hospitals which in turn will feed data to the<br />

PAD at WINN ACH.<br />

c. Directorate Human Recourses (DHR).<br />

(1) Provide a DHR representative for manning of the EOC BLDG #1237, two twelve hour shifts,<br />

as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) Report data into the EOC Casualty Coordinator NLT H+12; follow-up reports will be made<br />

whenever there are changes UTC of all Casualties “Dead”. Report the number of Active, Active<br />

Guard/Reserve, DA Civilians (TDY only); WINN ACH and Local Authorities will make notifications for<br />

Family Members, Civilians, and others as needed. Use the reporting format in Annex C.<br />

(3) The Casualty Section will provide a report to the Casualty Mortuary Affairs Operations<br />

Center (CMAOC) within H+16 hour.<br />

d. Directorate of Plans, Training, Mobilization, and Security (DPTMS).<br />

(1) Provide a representative as Casualty Coordinator for manning of the EOC BLDG #1237, two<br />

twelve hour shifts, as recommended by the DPTMS and approved by the Garrison Commander.<br />

(2) The Casualty Coordinator will brief the current Casualty status to the Garrison Leadership<br />

based upon the data from DES, WINN ACH and DES.<br />

(3) The Operations Coordinator will ensure the Casualty Tracking/Reporting Guide is updated as<br />

needed (Annex E).<br />
