Sustain, Support and Defend<br />

Who: MOC Personnel participated along with <strong>Fort</strong><br />

<strong>Stewart</strong>/HAAF Agencies.<br />

What: <strong>Stewart</strong> Guardian 11 Antiterrorism/Emergency<br />

Management Exercise.<br />

Purpose: To fully exercise the Installation’s capability<br />

to protect itself from terrorist attacks.<br />

Summary: <strong>Fort</strong> <strong>Stewart</strong>/HAAF and participating<br />

federal, state, and local civilian emergency response<br />

agencies conducted a field training exercise that caused<br />

the participating organizations to respond to multiple<br />

terrorist t incidentsid at different locations on the<br />

installation, raised the FPCON, and then conducted<br />

consequence management operations. Exercised their<br />

ability to respond to terrorist attacks which could cause<br />

mass military and civilian casualties.<br />

End State: Upon containment of the simulated attacks,<br />

proper diagnosis, transport and initial treatment of all<br />

simulated casualties, completion of all required<br />

coordination and notifications, recovery/accountability<br />

of all personnel and equipment, and the conclusion of<br />

consequence management operations to restore back to<br />

full mission capability at the installation.
