4.3.5 Bar-coded board<strong>in</strong>g passes<br />

Ano<strong>the</strong>r <strong>in</strong>itiative of IATA was <strong>the</strong> development of a st<strong>and</strong>ards regime for bar codes of<br />

board<strong>in</strong>g passes. The aim was to reduce queues at airports <strong>and</strong> airl<strong>in</strong>e costs associated<br />

with check-<strong>in</strong> processes. IATA describes <strong>the</strong> advantages as follows:<br />

“Customers will be empowered to pr<strong>in</strong>t <strong>the</strong>ir own board<strong>in</strong>g pass at home or at <strong>the</strong><br />

office <strong>and</strong> thus avoid queues for check-<strong>in</strong>. […]<br />

Airl<strong>in</strong>es will have more options for provid<strong>in</strong>g board<strong>in</strong>g passes us<strong>in</strong>g different<br />

technologies. The use of bar codes for board<strong>in</strong>g passes will also facilitate <strong>the</strong> use<br />

of e-ticket<strong>in</strong>g.” (www.iata.org)<br />

The use of bar coded documents ra<strong>the</strong>r than traditional board<strong>in</strong>g passes enables cost<br />

sav<strong>in</strong>gs, greater reliability <strong>and</strong> fewer mechanical problems that may arise with <strong>the</strong><br />

magnetic strip readers at <strong>the</strong> gate. Bar coded documents provide <strong>the</strong> option to place an<br />

entire it<strong>in</strong>erary on one board<strong>in</strong>g document. This offers a natural l<strong>in</strong>k with e-ticket<strong>in</strong>g. Most<br />

recently, it has become possible not only to pr<strong>in</strong>t board<strong>in</strong>g passes at <strong>the</strong> passenger’s<br />

home, but also to place bar codes on <strong>the</strong> passenger’s cell phone 75 which makes a paper<br />

document completely unnecessary (cf. www.iata.org, Bruyère 2006 76 ). As bar cod<strong>in</strong>g<br />

technology allows <strong>the</strong> pr<strong>in</strong>t<strong>in</strong>g of a board<strong>in</strong>g pass at home or <strong>in</strong> <strong>the</strong> office, off-airport<br />

check-<strong>in</strong> will become commonplace <strong>in</strong> <strong>the</strong> future, particularly for <strong>bus<strong>in</strong>ess</strong> travellers who<br />

only travel with cab<strong>in</strong> luggage. Fur<strong>the</strong>rmore, biometrics might even facilitate self-board<strong>in</strong>g<br />

of aircraft <strong>in</strong> <strong>the</strong> future. Yet, developments regard<strong>in</strong>g biometrics are not shaped<br />

<strong>in</strong>dependently by <strong>the</strong> airl<strong>in</strong>e <strong>in</strong>dustry, as it is an issue for public security <strong>in</strong> many fields<br />

<strong>and</strong> <strong>the</strong>refore accompanied by a lot of political debate 77 .<br />

Overall, <strong>the</strong> European airl<strong>in</strong>e <strong>in</strong>dustry is lagg<strong>in</strong>g beh<strong>in</strong>d its U.S. counterparts, as selfservice<br />

technologies are be<strong>in</strong>g pioneered <strong>in</strong> <strong>the</strong> U.S. There, air travel has already largely<br />

migrated onl<strong>in</strong>e; about 56% of flight check-<strong>in</strong>s are conducted at kiosks <strong>and</strong> bar-coded<br />

board<strong>in</strong>g passes have become ma<strong>in</strong>stream (cf. Frankl 2006).<br />

4.3.6 RFID for luggage h<strong>and</strong>l<strong>in</strong>g<br />

In <strong>the</strong> near future, <strong>the</strong> use of Radio Frequency Identification (RFID) technology might<br />

simplify airl<strong>in</strong>e baggage management considerably. It might improve customer service <strong>in</strong><br />

For example, <strong>the</strong> German airl<strong>in</strong>e DBA provides a mobile check-<strong>in</strong> service to its customers<br />

where passengers can check-<strong>in</strong> via <strong>the</strong>ir mobile phone <strong>and</strong> receive bar-coded board<strong>in</strong>g pass <strong>in</strong><br />

form of a MMS (Multimedia Message Service) on <strong>the</strong> display of <strong>the</strong>ir mobile phone. Currently,<br />

this is provided <strong>in</strong> <strong>the</strong> form of a pilot project on a s<strong>in</strong>gle domestic route with<strong>in</strong> Germany, but DBA<br />

plans to extend this service to fur<strong>the</strong>r routes (cf. www.flydba.com; August 2006).<br />

Bus<strong>in</strong>ess – IATA, presented <strong>in</strong> a panel discussion at <strong>the</strong> ITB Aviation Day on <strong>the</strong> occasion of<br />

<strong>the</strong> ITB Berl<strong>in</strong> 2006, <strong>the</strong> International Tourism Convention <strong>in</strong> Berl<strong>in</strong> <strong>in</strong> March 2006.<br />

The deployment of biometrics is expected to be discussed heavily <strong>in</strong> <strong>the</strong> future. Yet, this<br />

discussion is clearly beyond <strong>the</strong> focus of this report <strong>and</strong> shall not be exp<strong>and</strong>ed here. For EU<br />
