Conduct Suitability and Feasibility Studies<br />

Inventory and document <strong>the</strong> natural, historical, recreational, and scenic resources in <strong>the</strong><br />

area of <strong>the</strong> proposed water trail. Ga<strong>the</strong>r and study reports about water quality, sensitive<br />

environmental factors, population patterns, socioeconomic characteristics, and public<br />

services and facilities. Along with all <strong>the</strong> pertinent statistical data and research findings,<br />

include maps and photographs of major resources.<br />

Analyze Needs of Stakeholders<br />

Study <strong>the</strong> needs and objectives expressed by landowners, local officials, potential trail<br />

users, and o<strong>the</strong>r stakeholders. Involve <strong>the</strong> stakeholders in resolving <strong>the</strong>ir differences and<br />

o<strong>the</strong>r issues.<br />

Determine <strong>the</strong> Route<br />

Using maps and <strong>the</strong> information you have ga<strong>the</strong>red, decide where <strong>the</strong> trail will begin and<br />

end along <strong>the</strong> riverway, lakeshore, or bay coastline. Be logical and realistic.<br />

Locate Facilities<br />

Determine <strong>the</strong> locations of existing and potential new access points, parking areas, and<br />

stopping-off areas along <strong>the</strong> route. Decide where any new campsites and o<strong>the</strong>r facilities<br />

should be located. Determine <strong>the</strong> locations of directional signs, identification signs,<br />

orientation exhibits, and interpretive exhibits.<br />

Develop a Work <strong>Plan</strong><br />

Develop a detailed development plan. Specify what needs to be done, how it will be<br />

done, who will do it, and when all <strong>the</strong>se tasks will be accomplished.<br />

Assessing Resources and Social Factors<br />

Use volunteers to ga<strong>the</strong>r and review information from your public meetings and forums<br />

and from studies and reports conducted by government agencies and universities.<br />

Members of your own organization may have to conduct additional field studies. Be sure<br />

to include maps and photographs of major resources along with all of <strong>the</strong> pertinent<br />

statistical data.<br />

Your inventories and assessments should include:<br />

• Flora and fauna – important birding areas, high quality fishing areas<br />

• Cultural and historical attributes<br />

• Scenic qualities<br />

• Water quality<br />
