The trails provide access for illegal hunters and collectors of forest products, including agarwood collectors. Fish in the rivers adjacent to these trails are under threat from fishing by poachers.. Warning signs containing information on prohibited activities and their penalties should be placed along trails and at campsites. Briefing on do’s and don’ts should be conducted by guides and park staff for visitors. Regular monitoring and enforcement along trails should be conducted to deter offenders. 4. Strict Conservation Zone All other areas that are not in zones 1, 2 and 3. Primary lower montane and montane forests are found above 1000 m, but most areas below that have been logged. Except for some areas still under bamboo and ferns, the loggedover forest is in the process of regeneration. Allow for natural selfregeneration, with some silviculture treatment in some areas persistent with bamboo and ferns. Numerous signs of illegal agarwood collectors, and the secondary threat of opportunistic poaching and fishing. Regular monitoring and enforcement should be carried out by park staff. Informer networks should be introduced to curb illegal activities. BAT guides should be co-opted into monitoring team with limited enforcement powers. 82

Maseri 6.9 Buffer Zones Buffer zones have yet to be legally defined for Malaysia but the definition adopted by DWNP is “areas adjacent to protected areas, on which land use is partially restricted to give an added layer of protection to the protected area itself while providing valued benefits to neighbouring rural communities.” (DWNP/DANCED, 2001b, pg. 76). The buffer zones for GSSP can be categorised into three broad categories: areas under forest reserves, forests under stateland and alienated land. In general, most of GSSP is in a favourable position, as the adjacent forest reserves under the management of the Forestry Department make excellent buffers. The combination of natural forest buffers in adjacent stateland and production forest reserves, perhaps with a credible, certified sustainable logging in these forest reserves, will help in reducing the incidence of human-wildlife conflicts within the surrounding area, reduce encroachment and improve landscape connectivity. 6.9.1 Buffer Areas Under Forest Reserves This category of buffer can be found along the western, southern and parts of the northern boundaries of GSSP. For buffer areas under forest reserves, the compartments immediately adjacent should not be logged, namely compartments 52, 53, and 55 in Gunung Stong Utara Forest Reserve and compartments 6, 8, 9, 11, 12, 13, 19, 20, 31, 34, 39, 40, 42, 70, 71, 73, 74, 75 of Gunung Stong Selatan Forest Reserve. Of special interest are the compartments adjoining the peaks of G. Tera, G. Noreng Timur, and G. Che Tahir, which are peaks popular with climbers, and as such the scenery from these peaks should be as pristine as possible. 6.9.2 Buffer Areas Under Stateland Forests Stateland forests adjacent to GSSP are located along parts of the northern boundary of the proposed state park area. Ideally, all the stateland forests adjacent to GSSP should be considered to be buffer areas where no land clearing or logging should be carried out. However, at the very minimum, at least a distance of 100 m from the boundary should not be disturbed, to form a buffer. 83
