The study was performed in general accordance with our proposal number 97-183PG-OO dated October 17, 1997, revised March 12, 1998. This report presents HVJ Associates' understanding of the project's scope, the methodology we employed in executing the work, and the conclusions we reached subject to the limitations discussed in Section 7 of the report.
