wading pools, jacuzzi pools, hot tubs and like or similar uses is prohibited.<br />

(6) The use of water to put new agricultural land into production is<br />

prohibited.<br />

(7) The use of water for new planting or landscaping is prohibited.<br />

(8) All nonessential water uses or uses not necessary to maintain the public<br />

health, safety and welfare are prohibited. Non-essential water users include<br />

the watering of grass, trees, plants and other vegetation (except when Stage<br />

2 restrictions specifically remain applicable), the washing (commercial and<br />

non-commercial) of automobiles, trucks, trailers, boats, airplanes and other<br />

mobile equipment, the watering of golf courses except greens between the<br />

hours of 6:00 a.m. to 9:00 a.m. and the use of fountains or artificial<br />

waterfalls.<br />

Stage 4- <strong>Water</strong> Shortage Emergency<br />

Upon implementation of the conservation plan by the water system, after<br />

public announcement and publication of notice, the following restrictions shall<br />

apply to all persons. The manager, in the exercise of his discretion based upon<br />

the guidelines established, may implement any or all of those elements of<br />

Stage 4 deemed necessary at any particular time. The manager shall prescribe<br />

the provisions of Stage 3 to remain in effect in Stage 4. If any provision in<br />

Stage 3 conflicts with a provision in Stage 4, the provision in Stage 4 will<br />

control.<br />

(1) No applications for new, additional, expanded, or increased-in-size water<br />

service connections, meters, service lines, pipeline extensions, mains, or<br />

other water service facilities of any kind shall be allowed, approved or<br />

installed except as approved by the water system.<br />

(2) The maximum amounts of monthly water usage for residential and nonresidential<br />

customers and the accompanying surcharges may be revised<br />

during the state of emergency in Stage 4. These revised allocation and<br />

surcharged amounts are subject to approval by the utility system board.<br />

(3) The utility system manager is hereby authorized to take any other actions<br />

deemed necessary to meet the conditions resulting from the emergency,<br />

including, but not limited to, pressure reduction.<br />
