system. This allows <strong>Four</strong> <strong>Corner</strong>s a back up source of water in the event that one supply<br />

connection is out of service<br />

Sanitary sewer lines operate under the influence of gravity and some of the lengths of<br />

runs in the planning area would require sewers to be constructed at depths in excess of<br />

20 feet to meet design criteria of the City of Houston and the TNRCC. Additionally,<br />

construction of the sanitary sewer lines at shallower depths can reduce the cost of<br />

construction and minimize the potential impacts of wet sand conditions. The<br />

recommended Kingsbridge layout for the wastewater collection system makes use of two<br />

lift stations and one pump station. The pump station, to be located in the vicinity of Old<br />

Richmond Road will collect all wastewater flows from the <strong>Four</strong> <strong>Corner</strong>s area and pump<br />

them to the Kingsbridge MUD sanitary sewer system. The pump station can be sized to<br />

accommodate some growth within the planning are but will initially sized with pumping<br />

equipment necessary to serve the 350 connections. The system includes two lift stations,<br />

one located on Boss-Gaston Road and the other on Old Richmond Road near Dora Lane,<br />

are necessary to lift flows into the shallow gravity sanitary sewer thus eliminating the<br />

need to construct deep trunk gravity sewers (>20 feet) along Old Richmond Road and<br />

Boss-Gaston Road.<br />

D. Operational Costs - With the acquisition of surplus water supply and wastewater<br />

treatment capacity from Kingsbridge MUD, no operation and maintenance costs for the<br />

water supply plant and wastewater treatment plant will be born directly by the <strong>Four</strong><br />

<strong>Corner</strong>s area. The annual costs for the operation of the plant facilities is incorporated<br />

into the rate structure for water and sewer service provided by Kingsbridge MUD.<br />

The costs for operation and maintenance of the wastewater collection system, lift/pump<br />

stations and the water distribution system will be the responsibility of the <strong>Four</strong> <strong>Corner</strong>s<br />

area. These costs can be assessed by the <strong>Four</strong> <strong>Corner</strong>s Waster Supply Corporation or<br />

similar entity on the customers within the planning area on a monthly basis by<br />

incorporating the costs into the ultimate rate charges to the customers. These ultimate<br />

rate charges would include the actual cost of service from Kingsbridge MUD in addition<br />
