Acquisition of capacity from Kingsbridge MUD is the recommended alternative for<br />

several reasons. The capital recovery costs for the water supply and wastewater<br />

treatment facilities are less than those available from North Mission Glen MUD and are<br />

less than the costs to construct water supply and wastewater treatment facilities within<br />

the planning area. Additionally, <strong>Four</strong> <strong>Corner</strong>s will not have to apply for water supply<br />

and wastewater discharge permits (a lengthy and unpredictable process) because<br />

Kingsbridge MUD is currently operating under its own permits. The cost for operation<br />

and maintenance of the water supply plant and wastewater treatment plant, sludge<br />

disposal and permit renewals/reporting/testing IS built into the rate structure to be<br />

charged to the <strong>Four</strong> <strong>Corner</strong>s Area.<br />

The capital recovery costs and water/sewer rates provided by Kingsbridge MUD are<br />

shown in the following table.<br />

C. Recommended System Requirements - The existing residences to be served within<br />

the <strong>Four</strong> <strong>Corner</strong>s Planning Area are distributed throughout the service area which<br />

requires long runs of waterlines and sanitary sewer lines to provide service. <strong>Water</strong>lines<br />

operate under pressure and are typically installed at depths of 4-6 feet below natural<br />

ground. The recommended Kingsbridge layout for the water distribution, shown in<br />

Appendix A, provides for two points of connection to the Kingsbridge water supply<br />
