11. Plumbing Code <strong>Water</strong> Conservation<br />

Legislation, passed by the 72nd <strong>Texas</strong> Legislature, that requires that plumbing<br />

fixtures sold in <strong>Texas</strong> after January 1,1992, meet the following standards:<br />

• Showers shall be equipped with approved flow control devices to limit<br />

total flow to a maximum of2.75 gpm at 80 psi of pressure;<br />

• Sink faucets shall deliver water at a rate not to exceed 2.2 gpm at 60 psi<br />

of pressure;<br />

• Wall mounted, Flushometer toilets shall use a maximum of 2.0 gallons<br />

per flush;<br />

• All other toilets shall use a maximum of 1.6 gallons per flush;<br />

• Urinals shall use a maximum of 1.0 gallons per flush;<br />

• And drinking water fountains must be self-closing.<br />

WATER DEMAND MANAGEMENT<br />

Drought and other uncontrollable circumstances can disturb the normal utility<br />

water supply availability. In this proposed emergency water demand management<br />

plan, detailed steps are outlined which should be taken by the utility to ensure an<br />

adequate water supply during drought conditions and trigger conditions for<br />

implementing mandatory restrictions. <strong>Four</strong> water conservation stages are<br />

identified in this drought plan:<br />

Stage I -Voluntary <strong>Water</strong> Conservation<br />

Stage 2- <strong>Water</strong> Shortage Alert<br />

Stage 3- <strong>Water</strong> Shortage Warning<br />

Stage 4- <strong>Water</strong> Shortage Emergency<br />

8.4.1 EMERGENCY WATER DEMAND MANAGEMENT<br />

RESPONSE MEASURES<br />

Stage 1 -Voluntary <strong>Water</strong> Conservation<br />

Upon implementation of this stage of conservation by the utility manager, after<br />

public announcement and publication of notice, customers of the system shall<br />

be requested to voluntary conserve and limit their use of water. All utility<br />

operations will be placed on mandatory conservation.<br />

Stage 2- <strong>Water</strong> Shortage Alert<br />

Upon implementation of this state of conservation by order of the utility<br />

manager, after public announcement and publication of notice, the following<br />

restrictions apply to all persons. The manager, in the exercise of his discretion<br />
