before submission of the same to the concerned Municipal Corporation. The<br />

Public Works Department authorities shall obtain Commencement Certificate, as<br />

per the procedure adopted for the Government buildings.<br />

The Public Works Department shall follow the procedures laid down by the<br />

Government for execution of its works, from time to time.<br />

It shall be the responsibility of the Public Works Department to comply with the<br />

Municipal Corporation rules and to obtain the occupation and completion certificates<br />

from’ the concerned Municipal Corporation as per the procedure followed in the<br />

case of Government Buildings.<br />

The Buildings and Works Committee may inspect the works being executed by<br />

the Public Works Department and if required make suggestions and the Public<br />

Works Department authorities shall take due cognisance of such suggestions. In<br />

the event of Public Works Department not accepting any suggestions made by<br />

the Buildings and Works Committee, the reasons for not doing so shall be intimated<br />

by P.W.D. in writing to the <strong>University</strong>.<br />

5.9 The Building and Works Committee under the direction and overall supervision of<br />

the Management Council shall be responsible for the execution of all types of<br />

works including works to be executed through the agency of public works<br />

Department. The Committee shall be competent to accord administrative approval<br />

and financial sanction to maintenance works subject to availability of funds provided<br />

in the budget.<br />

5.10 The Committee shall recommend and obtain the Management Councils<br />

administrative approval and sanction expenditure in respect of all the works other<br />

than maintenance works to be undertaken by the <strong>University</strong> or to be entrusted to<br />

the Public Works Department.<br />

5.11 The Buildings and Works Committee shall recommend to the Finance and Accounts<br />

Committee, a Programme of Works to be executed in the ensuing year. This<br />

programme will separately specify (a) Maintenance Works. (b) Works to be executed<br />

by the <strong>University</strong> and (c) Works other than those to be executed by the <strong>University</strong>.<br />

On the basis of the Buildings and Works Committee’s recommendations and<br />

subject to the final approval of the Management Council and, the Senate, a lump<br />

sum provision will be made in the annual budget for maintenance works. In<br />

respect of works to be executed by the <strong>University</strong> and the works other than those<br />

to be executed by the <strong>University</strong>, however, specific provision will be made for each<br />

work in the budget.<br />
