2.8 Vice-Chancellor shall have the right to re-appropriate the budget provisions, on<br />
the recommendations of the Finance and Accounts officer. All the cases of reappropriation<br />
shall be submitted to the Senate through Finance & Accounts<br />
Committee and Management Council for its final approval, in the form of revised<br />
budget provisions.<br />
2.9 The <strong>University</strong> Budget is broadly divided into five parts, viz.<br />

Part I - Maintenance Budget - dealing with the receipts and expenditure<br />
connected with the normal functioning of the <strong>University</strong> including general<br />
administration, academic departments and auxiliary services.<br />
Part II - Development Budget - dealing with the receipts and expenditure on<br />
development activities in the <strong>University</strong> out of provisions from Depreciation<br />
Fund and Research and Development Fund.<br />
Part III - Salary Budget - dealing with the receipts and expenditure on<br />
payment of salaries and allowances of the teachers, officers and employees<br />
appointed in the <strong>University</strong> on the grantable posts.<br />
Part IV - Agency Scheme Budget - dealing with the receipts and expenditure<br />
against funds received from the UGC, Government of India, State Government<br />
and other Recognised Institutions earmarked for specific purposes.<br />
Part V - Debts Heads - dealing with the receipts and expenditure relating to<br />
debts, deposits, advances and funds, other than those mentioned in parts I<br />
to IV above.<br />
2.10 The Budget shall contain -<br />
i) An Introductory Note or general remarks at the beginning which shall explain<br />
salient features of the items provided.<br />

Budget at a glance.<br />
Budget Abstract.<br />
Budget will be made available preferably in the electronic form (CD/intranet/<br />
internet). In case hard copy is required by a Senate Member, who applies<br />
under his signature, it shall be supplied to the applicant.<br />
2.11 The Budget shall contain separate columns for -<br />
i) Code Number according to Unique Coding System.<br />
ii)<br />
iii)<br />
Classification of Receipt/Expenditure according to heads of accounts including<br />
sub-heads.<br />
Actuals for the previous one year.<br />
