Superintending or Executive Engineer of Public Works Department<br />

<strong>University</strong> Engineer.<br />

The technical committee shall -<br />

i) scrutinise the proposal(s) prepared by the <strong>University</strong> Engineer.<br />

make the scrutiny of the R.A. Bills, final Bills, etc. prepared by the <strong>University</strong><br />

Engineer.<br />

periodically inspect the progress of the works, and report to the Buildings<br />

and Works Committee.<br />

advice the Buildings and Works Committee on any technical matter.<br />

v) advice the Buildings and Works Committee as regards to the extension in<br />

time limit of the project; sanction of extra items which are not included in the<br />

original estimates, escalation in the Cost of building.<br />

check the quality of the various material used for the project.<br />

perform such other duties as may be assigned to it by the Buildings and<br />

Works Committee, from time to time.<br />

5.17 Original Works<br />

The <strong>University</strong> Engineer shall maintain a register in which all proposals for new<br />

works shall be entered and sanctions relating to their execution. The following<br />

conditions shall precede the execution of original works :-<br />

‘Administrative approval’ is the formal acceptance by the competent authority<br />

which is in effect its concurrence in the proposal for the execution of certain<br />

specific work at a cost approximately stated. An application for the administrative<br />

approval shall be accompanied by preliminary report, approximate estimates,<br />

information regarding the fund or source from which the expenditure will be met,<br />

general drawing and such other information as may be necessary to indicate<br />

roughly what the proposals are,<br />

that designs for all future <strong>University</strong> buildings costing up to Rs. 25 lacs, be invited<br />

from the Architect/Engineer amongst the approved panel of eminent Architects/<br />

Engineers as approved by Management council, along with terms and conditions.<br />

In selecting the designs the availability of carpet area of various blocks to suit<br />

special requirements of the project as also the overall economy in cost of<br />
