5.55 All articles shall be examined and counted when delivery is taken and entered in<br />

the Measurement Book and Tools and Plant Register. The articles shall be issued<br />

only on receipt of a requisition and their return watched, through a register. The<br />

articles shall be physically checked by the <strong>University</strong> Engineer and a certificate of<br />

such check furnished to the Registrar every year in July. A manuscript register<br />

shall be maintained in the <strong>University</strong> Engineer’s office to show the rent recovered<br />

from contractors for the loan of Tools.<br />

5.56 Whenever any articles are found to be unserviceable or short, a report shall be<br />

made giving the particulars of date of purchase, cost of the articles, reason for<br />

declaring it as unserviceable and the manner in which it is proposed to be finally<br />

disposed of or the circumstances in which the shortage arose. After obtaining<br />

sanction of the competent authority for the write off and/or the disposal of the<br />

articles, a note shall be taken against the entry in the Tools and Plant Register<br />

giving reference to the order and indicating the manner in which the article is<br />

finally disposed of.<br />

Surplus Materials<br />

5.57 All materials remaining over after completion of a work or which have been<br />

received out of works under demolition shall be taken to surplus materials register<br />

to be maintained in the <strong>University</strong> Engineer’s office, prescribed for Tools and<br />

Plant, one page being set apart for each kind of material.<br />

Stock<br />

5.58 Materials which are brought and kept in stock for general use on works will be,<br />

initially debited to the head “stock”. A lump sum provision shall be made for the<br />

purchase of material for stock and an estimate will be prepared and got sanctioned<br />

by the competent authority before making the purchase. All materials shall be<br />

examined, counted or measured, as the case may be, when delivery is taken and<br />

entered in the Measurement Book and thereafter in the Stock Register. Materials<br />

shall be issued only on receipt of an indent. Whenever material is issued for use<br />

on works, the works account will be debited by contra credit to the stock account.<br />

The adjustments in such cases shall be proposed by the <strong>University</strong> Engineer. The<br />
