accepted in such running contracts will be in force during the given period.<br />

Due to the consolidation of the requirements, the rates offered will usually be<br />

more competitive and favourable to the <strong>University</strong>.<br />

l) As far as possible, it shall be ensured that the requirements of various kinds<br />

of stores essential for each department are foreseen sufficiently in advance<br />

with a view to ensure that the normal rules for purchases are followed and to<br />

avoid the necessity of making emergent purchases at comparatively higher<br />

cost.<br />

4.6.3 Quotations -<br />

a) Purchases of the articles costing upto Rs.1000/- or as amended from time to<br />

time may be effected without calling quotations from the supplier.<br />

b) Quotation shall be called from the maximum firms / suppliers. Quotation<br />

notice and the received quotations shall be recorded in the Central Outward<br />

and Inward Registers. Minimum three quotations must be received.<br />

c) The quotations shall be opened by the departmental Committee/sub committee<br />

or the authority as mentioned in the delegation of powers. The comparative<br />

statement shall be prepared and submitted for approval of the competent<br />

authority. As far as possible, purchase shall be effected at the lowest rate<br />

only. If material is to be purchased from other than lowest or quotations<br />

received are less than three, it shall be purchased after the approval of the<br />

authority mentioned in Delegation of Powers.<br />

All purchases exceeding Rs.1,00,000/- shall be made only after inviting sealed<br />

tenders by giving wide publicity through newspapers and website, and orders<br />

shall be placed with those firms whose offer is most beneficial.<br />

In case of tenders invited centrally by the Store Section or by the Department,<br />

the technical and financial bids shall be opened in presence of the Sub-<br />

Committee as per delegation of powers. A comparative statement duly signed<br />

by the sub committee member(s) shall be placed before Purchase Committee<br />

for their decision as per Maharashtra Universities Act, 1994.<br />

In the notice calling for tenders, the date and time for submission shall be<br />

clearly mentioned. Tenders received after the specified time shall not normally<br />

be considered. The tender shall be called in two bid system, viz., Technical<br />

Bid & Commercial Bid.<br />
