With regard to the execution of works, verbal orders shall not be given, but<br />
where such orders are given they shall be confirmed in writing as soon as<br />
possible after obtaining the sanction of the competent authority.<br />
A Register of Commitments/payment shall be maintained by the Engineering<br />
Unit for keeping a watch over the financial liabilities in respect of the works<br />
which have been approved for execution.<br />
Works shall be executed either departmentally by employing daily labour/<br />
piece workers or through contract.<br />
5.35 Records of Works<br />
The initial records on which the accounts of work are based are :<br />
(a)<br />

muster roll, and<br />
measurement books.<br />
(a) Muster roll -<br />

When any work is done by daily labour, a muster roll shall be maintained by<br />
the official in-charge of the work.<br />
The forms of the muster rolls shall be numbered and sealed with the <strong>University</strong><br />
Seal before they are brought in use. The <strong>University</strong> Engineer will keep the<br />
forms in his custody after giving them serial numbers and issue them to his<br />
subordinates as and when required after putting his signature and date of<br />
issue on the forms and keeping an account the forms in a bound register.<br />
Loss of any of the forms whether blank, or issued shall be immediately<br />
reported to the Accounts Department so as to guard against wrong payments.<br />
(iii) For work done by daily labour, the subordinate in-charge of the work will<br />
prepare the muster roll which will show the work done by this means and the<br />
amount payable on this account. A separate muster roll shall be maintained<br />
for each work which has been separately estimated for. The payment on<br />
muster roll shall be made by a responsible person only after the <strong>University</strong><br />
Engineer has passed it for payment. The fact of payment will be certified by<br />
the <strong>University</strong> Engineer.<br />
(iv) The muster roll shall be written up daily by the subordinate, supervising the<br />
work. Every morning a report showing the number of labourers employed on<br />
each work shall be sent to the <strong>University</strong> Engineer. These reports will be<br />
used to check the muster rolls, when presented for payment.<br />
