F<strong>in</strong>d<strong>in</strong>g EDU 4. As legal provisions <strong>for</strong> school council elections are not typically implemented,<br />
councilors who are unaware of their appo<strong>in</strong>tment and responsibilities may be designated. This underm<strong>in</strong>es<br />
their capacity to voice local concerns when advis<strong>in</strong>g the m<strong>in</strong>istry and other government officials about the<br />
budgetary and managerial needs of the schools.<br />
Recommendation: For school councils to effectively serve as local representatives, at least the majority<br />
of the school council must be directly elected <strong>in</strong> regularly scheduled, well-publicized elections. Ideally,<br />
these should be held across the country on the same day along with other local elections.<br />
F<strong>in</strong>d<strong>in</strong>g EDU 5. Local communities, parents of students, and representatives on local school councils<br />
lack <strong>in</strong><strong>for</strong>mation about school management and governance.<br />
Recommendation: In addition to the adoption of an access to <strong>in</strong><strong>for</strong>mation law, the GoM should revise the<br />
current law on education to ensure public access to <strong>in</strong><strong>for</strong>mation about school f<strong>in</strong>ances.<br />
F<strong>in</strong>d<strong>in</strong>g EDU 6. The education law, as well as the PSMFL passed <strong>in</strong> the same year, has re<strong>in</strong><strong>for</strong>ced<br />
upward accountability toward the M<strong>in</strong>istry of Education, Culture, and Science rather than downward<br />
accountability to <strong>in</strong>stitutions such as school councils and local communities.<br />
Recommendation: Public officials must redress the lack of downward accountability through legal and<br />
regulatory re<strong>for</strong>m while senior public officials must send clear signals about the importance of downward<br />
accountability and the important role of local representative <strong>in</strong>stitutions such as school councils.<br />
F<strong>in</strong>d<strong>in</strong>g EDU 7. Specifically designed to promote community control over the selection and<br />
implementation of projects, the Life Initiative Fund presents an <strong>in</strong>valuable opportunity <strong>for</strong> local<br />
communities (particularly school councils) to become <strong>in</strong>volved <strong>in</strong> school governance.<br />
Recommendation: The experience of the school <strong>in</strong> this study shows that more could be done to realize<br />
the potential of the LIF Program, <strong>in</strong>clud<strong>in</strong>g the notification, if not the <strong>in</strong>volvement, of local stakeholders.<br />
F<strong>in</strong>d<strong>in</strong>g EDU 8 (based on overall assessment). Given the dearth of rural CSOs that engage <strong>in</strong> social<br />
accountability, the school councils represent an important and underdeveloped mechanism or <strong>for</strong>um <strong>for</strong><br />
social accountability at the local level both outside and with<strong>in</strong> Ulaanbaatar.<br />
Recommendation: Public officials should empower school councils through legislative and regulatory<br />
re<strong>for</strong>m. Meanwhile, CSOs should enhance the capacity of these local councils through workshops <strong>for</strong><br />
their members and other public officials, which may be sponsored by the <strong>in</strong>ternational community.
